Who is required to attend an IEP meeting?

IEP meetings must include specific required team members, including a parent, a general education teacher, a special education teacher, and a district representative.

IEP meetings are required to include certain team members to ensure decisions are made appropriately and with the right expertise.

Under the Individuals with Disabilities Education Act (IDEA), the IEP team must include:

Required IEP team members

  • Parent(s)
  • At least one general education teacher (if the child participates in general education)
  • At least one special education teacher or provider
  • A district representative (someone qualified to supervise services and commit resources)
  • Someone who can interpret evaluation results (this role can be filled by another team member)

These roles are required because each person brings a different perspective (e.g., academic, instructional, and administrative) to support appropriate decision-making.

What if people leave early?

IEP team members are not required to stay for the entire meeting, but they cannot be excused without parent agreement.

Under IDEA (34 C.F.R. § 300.321), a required team member may only be excused if:

  • The parent agrees in writing, and
  • If their area will be discussed, they provide input in advance

This applies whether someone leaves early or is not present at all.

If a required member leaves without agreement:

  • The team may not be properly constituted
  • You may lose the ability to meaningfully discuss that area
  • Decisions made may be open to challenge

Common situations parents report

  • Only a case manager attending the meeting
  • General education teacher not present
  • District representative unclear or not participating
  • Team members joining briefly and leaving early without explanation

What you can do

  • Ask who will attend before the meeting
  • Confirm each person’s role at the start
  • If someone needs to leave, ask whether you’re being asked to excuse them
  • Request rescheduling if required members are not available
  • Document concerns if the meeting continues without the full team
